I believe that in 1914 when war was imminent the Gramophone Co rapidly sold its assets in Germany to Polyphon, who formed Deutsche Grammophon. This included the rights to the Dog trademark. So when after the war HMV resumed operations in several countries it had to use a new name and trademark - Electrola in Germany, Gramola in Austria and Czechoslovakia. If a customer in these countries ordered a record that was only pressed in the UK it would come with a pasteover to hide the trademark. This one seems a little unusual. I'm sure I have a Chaliapin on Gramola and I'd have thought this would have been pressed locally.
I may be wrong in detail but that is roughly the explanation for this.
