Are you sure you that it must be an electrical transcription? I think this is an early Muztrest, maybe before any electrics were issued. And there can be other explanations.

Sometimes the cutting stylus can move the position of the previous groove. This is not common. Or perhaps the processing of the stamper could cause it.

The other explanation is an acoustic transcription using a 'pantograph'. I have been told of one like this, a Katulskaya, where the recording speed varies wildly.
